Games - That We Can Play
I see this called synthwave sometimes, but it's far dreamier and less interested in nostalgia than most things under the synthwave label.
"Games" was the one-off alias of a group that'd later be known as Ford & Lopatin - "Lopatin" as in Daniel Lopatin, aka Ohneotrix Point Never. This was the midpoint between his vaporwave career and OPN, and it certainly sounds like - the sound here is still a lot closer to vaporwave, echoing the slowed down and distorted sounds of a lot of that kind of music.
